Housing Element Update 2019-27

The City of Clearlake is conducting an update to the Housing Element. The Housing Element, part of the City’s General Plan, is a policy document that addresses existing and future housing needs for all Clearlake residents and economic groups. The State of California requires by law that the Housing Element be updated periodically. The City is updating the document for the 2019-2027 period.

The City is now in the process of adopting the document through public hearings with the Planning Commission and City Council. The Planning Commission will hold a public hearing on Tuesday, September 3, 2019, at 6:00 p.m. in the City Council Chambers at City Hall, 14050 Olympic Drive, Clearlake, CA. After the Commission recommends approval of the document, it will be reviewed and adopted by the City Council, probably during the month of October, 2019. We will advise you through sending you a notice of when that final adoption review will occur.

During a public workshop held on June 4, 2019, the Planning Commission reviewed a preliminary public draft of the Housing Element Update document. That draft included public comments received during the initial public review comment period held between April 2 and June 4, 2019. The California Department of Housing and Community Development (HCD) reviewed the draft document, and the City coordinated a number of revisions to the draft. Based on this effort, HCD determined that the document complies with all related State Housing Laws (refer to the attached letter). As noted in the letter, the City now has less than 120 days to adopt the document to fully comply with State Housing Law. The HCD Draft Version of the Housing Element can be reviewed at this link:
