Joyce Overton is a native Californian, born in Atascadero, youngest out of six children. She is certified in management, management training, and accounting.

Her work history includes Marvin Carpenter Insurance as office manager from 2004 to present, assistant administrator at RAH Corporation, Bereth Accounting, as well as being a business owner. She has served on the City Council as mayor, vice mayor, and councilmember.
